WIB-Capital Region: Commercializing and Funding Science in the Capital Region: Non-Dilutive Sources

WIB-Capital Region presents “Commercializing and Funding Science in the Capital Region: Non-Dilutive Sources”. Attendees will learn first-hand from a panel of experts about non-dilutive funding and other small business resources available from sources like NIH and DOD. Light food and drinks will be served. Both men and women are welcome to attend.
Lili M. Portilla, MPA, Director, Office of Strategic Alliances, NCATS
Lili Portilla has worked in the area of strategic alliances at the National Institutes of Health (NIH), since 1989. She has extensive expertise in negotiating and developing commercialization strategies for complex, and multi-party collaborations and public-private partnerships. Since December of 2011, Ms. Portilla has been serving as the Director of the Office of Strategic Alliances at the National Center for Advancing Translational Sciences (NCATS) at the NIH. NCATS is the newest Center at the NIH focusing on the transformation of the translational science process so that new treatments and cures for disease can be delivered to patients faster. She oversees the Center’s partnership, strategic alliance, and technology transfer functions as well as the Program Director for the NCATS Small Business Innovation Research (SBIR) and Small Technology Transfer Research grant and contract program.
Prior to NCATS, Ms. Portilla served as the Senior Advisor to the Director of the National Center for Research Resources and was also the Director of the National, Heart, Lung and Blood Institute, Office of Technology Transfer and Development. Ms. Portilla has also published several papers on public-private partnerships. She serves as an Ex-Officio Board Member of the University of Kansas, Institute for Advancing Medical Innovation. She received a Masters in Public Administration in 1992 from American University and a Bachelor in Business Administration, a double major in both Finance and Spanish Literature in 1986 from Stephen F. Austin State University.
Colleen Gibney, SBIR Deputy Project Manager, U.S. Army Medical Research and Materiel Command (USAMRMC)
The USAMRMC SBIR Office coordinates the Defense Health Agency SBIR and STTR Programs and manages health-related topics for the Army SBIR and STTR Programs. Prior to her Army civilian role, Colleen provided SBIR and STTR technology transition and commercialization assistance to small business performers as a Technical Assistance Advocate support contractor.
Ms. Gibney previously served as the SBIR Program Director for ITAC, the NIST Manufacturing Extension Partnership center for New York City, and as a Project Manager for an NSF Partnerships for Innovation-funded program at the City University of New York’s Institute for Software Design and Development.
Colleen maintains Project Management Professional and DAWIA Program Management Level 1 certifications. She holds an M.S.I.S. in Information Management from Stevens Institute of Technology, an M.A. in International Affairs from The George Washington University, and performed her undergraduate work in Asian Studies at Mount Holyoke College.
Judy Costello, Managing Director of Economic Development, BioHealth Innovation, Inc. (BHI)
A longtime supporter of the region’s entrepreneur and startup communities, Judy Costello joined BioHealth Innovation in August 2017. Prior to that, she served as Director of the Maryland Department of Commerce’s Office of BioHealth and Life Sciences and Deputy Director of the department’s BioMaryland Center. She previously worked for fifteen years for the Business Alliance organizing venture pitch forums, entrepreneur boot camps, tech transfer showcases, educational seminars, and other programs connecting entrepreneurs, faculty innovators, students, and industry leaders in Maryland, DC and Virginia with each other and with those providing funding and other resources to young companies.
