Building More Than a Campus: The Legacy Behind the PinkneyInnovation Complex for Science and Technology

On June 4th, the BioBuzz community will gather at the Pinkney Innovation Complex for Science and Technology (PIC MC) at Montgomery College — a place that represents far more than buildings and laboratory space. It stands as a lasting example of how education, innovation, and community partnership can come together to create long-term impact.

Honoring a Visionary Leader

Named in honor of Dr. Hercules Pinkney, the Innovation Complex reflects decades of leadership dedicated to expanding opportunity through education and workforce development. Long before “ecosystem” became a common industry term, Dr. Pinkney was helping build one in Montgomery County.

Building a Collaborative Ecosystem

As Vice President of Montgomery College’s Germantown Campus, Dr. Pinkney helped lead the transformation of the area into a connected hub for biotech, education, entrepreneurship, and healthcare. What began as a response to growing demand for biotech space evolved into a nationally unique model bringing together a hospital, research park, business incubator, and educational pipeline within one collaborative environment.

The scale of the effort was significant, requiring alignment across county leadership, educational institutions, healthcare organizations, federal and state partners, private industry, and the broader community. From securing infrastructure support and land agreements to expanding bioscience education and attracting industry investment, the development of the Innovation Complex represented years of coordinated vision and execution.

A Nationally Unique Innovation Hub

Today, PIC MC is recognized as the only community college campus in the country with both a full-service hospital and a research business park on campus — an achievement that continues to distinguish Montgomery College and strengthen Montgomery County’s position within the region’s life sciences ecosystem.

Creating Opportunity for Future Generations

However, for Dr. Pinkney the vision extended beyond infrastructure. The focus was creating access, opportunity, and a pathway for future generations.

“We wanted to create an environment where research, entrepreneurship, education, and training could all exist together,” he shared during a recent conversation with BioBuzz. “The power of this effort was collaboration.”

While the impact of the Complex is widely recognized, Dr. Pinkney remains notably humble about the role he played in helping bring such a large and ambitious vision together.

Continuing the Pinkney Family Legacy

That commitment continues through the Pinkney family’s support of student success initiatives at Montgomery College. Dr. Pinkney and his siblings recently established scholarship efforts honoring their parents, Eartha B. Pinkney and Hercules Pinkney Sr., whose example of perseverance and dedication to education helped shape generations of their family.

The family has already contributed $25,000 toward the scholarship fund and continues working toward an additional matching goal to expand opportunities for students pursuing STEM education and careers.

“The family’s generosity in establishing and contributing to the scholarship fund is incredibly meaningful, and the matching component makes it even more impactful, because it opens the door for the broader community to take part. It gives friends, colleagues, and supporters a chance to contribute and help carry Dr. Pinkney’s legacy forward together,” said Thomas Luginbill, Executive Director of the Pinkney Innovation Complex for Science & Technology at Montgomery College.
