The Maryland Department of Labor strengthens its executive leadership team with the appointments of Angela Lagdameo Cabellon and Andrew Stettner to support modernization, workforce systems, and unemployment insurance initiatives across the state.
The Maryland Department of Labor has appointed Angela Lagdameo Cabellon as Deputy Secretary for Modernization and welcomed Andrew Stettner as Assistant Secretary for the Division of Unemployment Insurance. The appointments reflect the Department’s continued focus on improving government systems, expanding workforce access, and modernizing programs that support Maryland workers and employers.
In her new role, Deputy Secretary Cabellon will help lead cross-agency modernization initiatives, including the upcoming launch of Family and Medical Leave Insurance (FAMLI), one of the largest operational initiatives in the agency’s history. She will also support efforts designed to improve service delivery and help Marylanders more easily access workforce and social insurance resources.
As Assistant Secretary for the Division of Unemployment Insurance, Stettner will oversee unemployment insurance operations and modernization efforts focused on improving system accessibility, efficiency, and user experience.
“Ms. Cabellon brings a wealth of strategic and operational experience, which will serve the people of Maryland in a time of rapid change for our economy and our technological landscape,” said Maryland Secretary of Labor Portia Wu. “We are delighted to have her leadership to guide the upcoming launch of Family and Medical Leave Insurance in Maryland—one of the most important and complex undertakings in the history of our agency.”
About Angela Lagdameo Cabellon
Cabellon brings more than two decades of leadership experience spanning public sector innovation, workforce development, policy, and social services. Most recently, she served as Chief of Staff to Howard County Executive Calvin Ball, where she oversaw strategic initiatives and community investment within a $3 billion budget while helping advance data modernization and public performance tracking initiatives. She also previously served as Assistant Secretary of the Maryland Department of Human Services.

Stettner brings more than 25 years of experience in social insurance policy, workforce protections, and public benefits systems. His background includes serving as Director of the Office of Unemployment Insurance Modernization at the U.S. Department of Labor, along with leadership and policy roles at The Century Foundation and the National Employment Law Project. He also brings extensive experience related to benefits technology and unemployment insurance systems modernization.
