The Maryland Technology Development Corporation (TEDCO) has welcomed Katie Hardy, MPP, as Assistant Director of Government Relations and Research. Hardy joins TEDCO after six legislative sessions in the Maryland General Assembly, where she most recently served as Chief of Staff to Delegate Lily Qi.

In her new role, Hardy will advance TEDCO’s legislative and budget priorities and coordinate across state agencies, legislators, ecosystem partners, and internal teams — work that draws directly on the relationships and policy expertise she built inside the State House.
Hardy spent nearly five years in the Maryland General Assembly, joining in January 2021 as a Legislative Secretary for the offices of Delegate Love and Delegate Korman, where she managed constituent correspondence, supported legislative research and bill tracking, and represented her delegates at constituent and lobby meetings. She was promoted to Policy and Communications Assistant later that year, then to Chief of Staff to Delegate Qi in November 2021, a role she held for five sessions before joining TEDCO.
Before her time in Annapolis, Hardy worked across student affairs and immigration advocacy. As a graduate student at the University of Maryland, Baltimore County (UMBC), she held a series of Residential Life leadership roles, including Community Manager and Lead Resident Assistant, and served as a Research Assistant on UMBC’s Intercultural Tales project documenting the digital stories of immigrants in the Baltimore area. In the summer of 2019, she interned with the International Rescue Committee‘s Immigration Legal Services team in Baltimore, helping refugees and asylees complete USCIS citizenship applications.
Hardy holds a Master’s degree in Public Policy from the University of Maryland School of Public Policy and a Bachelor’s degree in Political Science from UMBC.
